How to Restructure all Government departments

 

ALL FEDERAL, STATE AND LOCAL GOVERNMENT DEPARTMENTS ETC WITHIN ALL STATES AND TERRITORIES OF AUSTRALIA WILL HAVE IDENTICAL GOVERNING POLICIES AND LAWS.

ALL GOVERNMENT DEPARTMENTS ETC ARE MANAGED BY OUR AUSTRALIAN PUBLIC SERVANTS NOT POLITICIANS AND WILL STAND NORMAL AS THEY WOULD WHEN A POLITICAL PARTY CHANGES HANDS AFTER AN ELECTION WIN.

A TELEPHONE EXCHANGE WILL BE INCORPORATED INTO ALL GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS AND BRANCHES ECT TO RECEIVE ISSUES OF CONCERN FROM THE PUBLIC.  THIS TELEPHONE EXCHANGE WILL EMPLOY PEOPLE TO TAKE ISSUES OF CONCERN FROM THE PUBLIC AND TO CATALOUGE ISSUES INTO THEIR RIGHT CONTEXT.

ALL GOVERNMENT DEPARTMENTS, AGENCIES, PUBLICLY FUNDED ORGANIZATIONS AND THEIR BRANCHES ETC WILL BE AUDIO AND VIDEO MONITORED WHILST ON DUTY.

EMPLOYEE'S OF GOVERNMENT DEPARTMENTS ETC WHOS DUTIES INCLUDE FIELD DUTY, WILL BE MONITORED WHILST ON DUTY.

ALL AUDIO AND VIDEO RECORDINGS WILL BE MONITORED BY INDIVIDUALS WITH KNOWLEDGE OF THE DEPARTMENT ETC POLICIES AND LAWS.

 

THERE WILL BE A NEED TO ESTABLISHED NEW GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS AND BRANCHES, ALSO CLOSE SOME GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS ETC

THERE WILL BE A NEED TO ESTABLISH A DEBATE DEPARTMENT, THIS DEBATE DEPARTMENT WILL HOLD ALL DEBATES OF GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS ETC     

THE DEBATE DEPARTMENT WILL HAVE THE AUTHORITY TO DECIDE THE RIGHT PEOPLE FOR THE RIGHT DEBATE AND THERE WILL ONLY BE A NEED TO ESTABLISH ONE DEBATE DEPARTMENT IN AUSTRALIA.

ESTABLISH A MAJORITY VOTE DEPARTMENT TO CONTROL THE SYSTEM THAT CAN BE ALTERD FOR A MORE EFFICENT SYSTEM BY THIS THE MAJORITY VOTE SYSTEM.

THE AUDIT DEPARTMENT WILL NEED TO BE CLOSED. THE AUDITORS FROM THIS DEPARTMENT MUST BE EMPLOYED INTO EACH GOVERNMENT DEPARTMENT, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS AND THEIR BRANCHES OF MORE THEN SIXTY EMPLOYEES.

A STATISTICIAN OFFICER, AN AUDIT OFFICER, AN ACCOUNTANT OFFICER AND A PUBLIC ISSUE OFFICER WILL BE INCORPORATED INTO ALL GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS ETCCONSISTING OF 120 OR MORE EMPLOYEES OF ONE GOVERNMENT DEPARTMENT.  

EACH STATISTICIAN, AUDIT, ACCOUNTANT OFFICER WILL HAVE EQUAL AUTHORITY TO INVESTIGATE EACH OTHER ALSO THE AUTHORITY TO INVESTIGATE ALL EMPLOYEES AND MANAGEMENT OF THEIR DEPARTMENT ALTHOUGH THE PUBLIC ISSUE OFFICER WILL NOT HAVE THIS AUTHORITY.

ALL OFFICERS WILL SUBMIT A REPORT OF THEIR DEPARTMENT ONCE EVERY CALENDAR MONTH TO THE HEAD OF THEIR DEPARTMENT. THIS REPORT WILL BE PRODUCED AT THE TIME OF THAT DEPARTMENTS DEBATE. 

IF A GOVERNMENT DEPARTMENT, AGENCY OR PUBLICLY FUNDED ORGANIZATION ETC HAS MORE THAN 120 PEOPLE EMPLOYED, A TRAINEE ASSISTENT AUDITOR, STATISTICIAN, ACCOUNTANT AND PUBLIC ISSUE OFFICER WILL NEED TO BE EMPLOYED TO IMPROVE THE MANAGEMENT OF THE DEPARTMENT ETC. 

AN AUDIT OFFICER WILL BE EMPLOYED FOR THE SECURITY OF THE DEPARTMENT AND WILL CHECK MANAGEMENT AND EMPLOYEES OF THAT DEPARTMENT FOR ANY ILLEGAL ACTIVITIES WHILST ON DUTY.              

THE AUDIT OFFICER WILL SUBMIT A REPORT TO THE HEAD OF THAT DEPARTMENT ONCE EVERY CALENDAR MONTH.  THESE REPORTS WILL BE DEBATED BY THE MAJORITY VOTE SYSTEM EACH TIME THE DEPARTMENT IS ELIGIBLE FOR A DEBATE. 

AN ACCOUNTANT OFFICER WILL BE EMPLOYED TO MANAGE ALL THE FINANCIAL ASPECTS OF THEIR DEPARTMENT INCLUDING ALL SUPPLIES AND EQUIPMENT ETC TO MINIMIZE THE COST OF THE DEPARTMENT, ALL EXPENDITURE OF THEIR DEPARTMENT AND ITS BRANCHES. 

A STATISTICIAN WILL BE EMPLOYED TO MANAGE THE STATUS OF THEIR DEPARTMENT AND ANY BRANCHES OF THAT DEPARTMENT.


THE ADMINISTRATION AND MINISTERIAL SECTION OF ALL OUR GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS ETC SHOULD BE DOWN SIZED BY THE STATISTICIAN OFFICER FOR THE BEST PERFORMANCE, COST AFFECTIVE OPERATIONS AND EFFICIENCY OF THEIR GOVERNMENT DEPARTMENTS ETC.

THE PUBLIC ISSUES OFFICER WILL BE EMPLOYED TO RECEIVE ALL ISSUES OF CONCERN FROM THE CITIZENS AND TO CATALOUGE ALL ISSUES INTO THEIR PROPER CONTEXT.

ALL EMPLOYEES OF GOVERNMENT DEPARTMENTS ETC MAY IN WRITING SUBMIT IMPROVED WORK PLACE ETHICS AND STRATERGIES TO THEIR STATISTICIAN OFFICER.  THE STATISTICIAN WILL ENTER THIS REPORT INTO THE NEXT DEPARTMENT DEBATE.   IF THIS REPORT IS VIABLE AND IS INCORPORATED INTO THE DEPARTMENT OR ANY OTHER GOVERNMENT DEPARTMENTS, AGENCIES OR PUBLICLY FUNDED ORGANIZATIONS  THE EMPLOYEE WILL RECEIVE A ONE OFF BONUS OF THREE THOUSAND DOLLARS SEVEN DAYS AFTER THE REPORT IS INCORPORATED INTO A GOVERNMENT DEPARTMENT, AGENCY OR PUBLICLY FUNDED ORGANIZATION ETC...

THERE WILL BE A TEN THOUSAND DOLLAR REWARD GIVEN TO ANY EMPLOYEE OF A GOVERNMENT DEPARTMENT, AGENCY OR PUBLICLY FUNDED ORGANIZATION ETCFOR INFORMATION OF ANY ILLEGAL ACTIVITIES BY FELLOW EMPLOYEES WHILST ON DUTY THAT WILL LEAD TO A CONVICTION.             

ALL PUBLIC SERVANTS WILL NEED TO SIGN A STATUARY DECLARATION STATING THEY WILL NOT ENTER INTO ILLEGAL ACTIVITIES WHILST ON DUTY IN OUR GOVERNMENT DEPARTMENTS, AGENCIES OR PUBLICLY FUNDED ORGANIZATIONS AND BRANCHES.  IF CONVICTED OF ANY CRIMES WHILST ON DUTY THEY WILL BE DISMISSED, FORFEIT ALL  ENTITLEMENTS AND MAY BE JAILED DEPENDING ON THE CRIME COMMITTED.

IF ANY EMPLOYEE OR MANAGEMENT HAS BEEN ACCUSED WITH PROOF AND EVIDENCE OF ANY ILLEGAL ACTIVITIES WHILST ON DUTY THEY WILL BE SUSPENDED FROM DUTY IMMEDIANTLY BY THE AUDIT OFFICER, UNTIL PROVEN INNOCENT BY A COURT OF LAW.  THE PUBLIC WILL BE INFORMED OF THE ISSUE AND OUT-COME AT THE NEXT DEBATE OF THAT DEPARTMENT.  THIS ISSUE WILL BE IN PRIVATE CONSULTATION WITH THE ACCUSED.

ALL GOVERNMENT DEPARTMENTS ETCARE MANAGED BY OUR AUSTRALIAN PUBLIC SERVANTS NOT POLITICIANS AND WILL STAND NORMAL AS THEY WOULD WHEN A POLITICAL PARTY CHANGES HANDS AFTER AN ELECTION WIN OF THE LAST POLITICAL PARTY. 

THE DEFENCE DEPARTMENTS AND SECURITY DEPARTMENTS WILL BE NO DIFFERENT FROM ANY OTHER GOVERNMENT DEPARTMENT.  

THE SECURITY OF AUSTRALIA WILL BE IN THE HANDS OF AUSTRALIAN SECURITY INTELLIGENCE ORGANIZATION AS WELL AS THE ARMY, NAVY AND AIR FORCE DEPARTMENTS.   ALL ASPECTS OF OUR COUNTRYS SECURITY DEPARTMENT ETC WILL ENTER INTO A DEBATE AS ANY OTHER GOVERNMENT DEPARTMENT. 

ALL OUR AUSTRALIAN DEFENCE DEPARTMENTS AND SECURITY DEPARTMENTS WILL NEED TO JOIN TOGETHER WITH THE CITIZENS IN THE DEBATE OF THEIR DEPARTMENTS ETC AS THEY WOULD WITH THE PRIME MINISTER.

WHEN STARTING THIS THE MAJORITY VOTE SYSTEM CERTAIN GOVERNMENT DEPARTMENTS, AGENCIES AND PUBLICLY FUNDED ORGANIZATIONS ETC WILL NEED TO BE DEBATED BEFORE LESS PRIORITY DEPARTMENTS.

THE PRIORITY OF DEPARTMENTS SHOULD BE AUSTRALIAS MAIN FOCUS BEFORE OUR INDIVIDUAL NEEDS, SUCH AS OUR COUNTRYS FINANCES,

TAXATION, BUDGET, FOREIGN AFFAIRS, IMMIGRATION, SECURITY OF OUR COUNTRY, HEALTH, LAW REFORM IN THE JUSTICE SYSTEM, EMPLOYMENT, DEFENCE, CONSERVATION AND ENVIROMENT, POLICE DEPARTMENT, WATER AND LAND MANAGEMENT, FOREIGN DEBT, AND THE FLOAT OF OUR DOLLAR ON THE STOCK EXCHANGE.

AUSTRALIA AND FOREIGN DIPLOMATS WILL ENTER INTO A MAJORITY VOTE SYSTEM.

ALL FEDERAL, STATE AND LOCAL POLITICIANS AND MEMBERS OF PARLIAMENT WILL STAND DOWN IMMEDIANTLEY AFTER THEY LOSE A FEDERAL ELECTION TO THE AUSTRALIAN LAST POLITICAL PARTY INTRODUCING THE MAJORITY VOTE SYSTEM. 

ALL POLITICIANS AND MEMBERS OF PARLIAMENT ENTITLEMENTS WILL BE REVIEWED IN A DEBATE BY THE MAJORITY VOTE SYSTEM.

THE MONARCHY OF ENGLAND THE COMMENWEALTH AND THE GOVERNOR-GENERALS POSITION IN AUSTRALIA MUST BE DECIDED BY THE MAJORITY VOTE SYSTEM AFTER THE SYSTEM IS IN PLACE AND IS STABLE. 

AMBASSADORS FOR AUSTRALIA SHOULD BE CHOSEN BY THE AUSTRALIAN PEOPLE BY SUBMITTING NOMINATIONS OF PEOPLE THEY PREFER AND RESPECT, THESE PEOPLE IF ELECTED SHOULD BE ROTATED ONCE A YEAR TO GIVE A FAIR AND TRUE IN-DEPTH KNOWLEDGE OF OUR COUNTRY ITS PEOPLE AND CULTURES, FOR OTHER COUNTRIES TO KNOW OUR WAY OF LIFE. ALTHOUGH THE PERSONS ELECTED SHOULD HAVE NO LEGAL POWERS.

 

THE MAJORITY VOTE SYSTEM WILL NOT ENTER INTO RELIGION, UNIONS AND PRIVATLY FUNDED ORGANIZATIONS ETCUNLESS THESE ORGANIZATIONS ETC INFRINGE ON THE CONSTITUTION OF AUSTRALIAN CITIZENS AND THE MAJORITY VOTE SYSTEM IN ANY WAY OR FORM.     

ALL PRIVATE ORGANIZATIONS ETCWILL BE ACCOUNTABLE FOR ANY ILLEGAL ACTIVITY AND MUST ABIDE BY OUR CONSTITION, AUSTRALIAN LAW, CULTURE, AND OUR AUSTRALIAN WAY OF LIFE.     

THE MAJORITY VOTE SYSTEM CAN BE INCORPARATED INTO LOCAL COUNCILS, THE HOME OWNERS COULD HAVE 49% SAY, TENANTS 29% SAY, AND BUSINESS, COMPANIES AND INDUSTRIES 22% SAY ON THE STRUCTURE OF THEIR CITIES, MUNICIPALITIES, DISTRICTS AND SHIRES.
